International mobility experiences can be transformative for young people, offering opportunities to develop professional skills, independence, confidence, and intercultural awareness. Yet for many Vocational Education and Training (VET) learners with disabilities, participating in mobility programmes can be challenging due to accessibility barriers, lack of tailored support, and limited coordination between stakeholders.

To address these challenges, the MOV-it! project has developed the professional profile of the Mobility Advisor (MOB-ADV)—a specialised figure designed to support learners with disabilities throughout the entire mobility journey. The Mobility Advisor acts as a bridge between students, families, schools, host organisations, and employers, ensuring that international mobility becomes a realistic, safe, and meaningful opportunity for everyone.
Who Is the Mobility Advisor?
The Mobility Advisor is a dedicated facilitator who accompanies VET learners with disabilities before, during, and after their international mobility experience. More than an administrative coordinator, the MOB-ADV combines expertise in inclusion, accessibility, mobility planning, communication, and problem-solving to create supportive conditions for successful participation.

The role responds to a clear need identified across the mobility ecosystem. Families often need reassurance and continuity of communication, schools require structured planning and risk management, while host organisations and SMEs need practical guidance on accommodating diverse learner needs. The Mobility Advisor helps connect all these actors, ensuring that expectations, responsibilities, and support measures are clearly understood.
By translating educational, accessibility, and support needs into practical arrangements, the Mobility Advisor helps reduce uncertainty, remove barriers, and create conditions in which learners can thrive abroad.
Supporting the Entire Mobility Cycle
Before Mobility
The Mobility Advisor plays a key role throughout every stage of international mobility.
Preparation is the foundation of a successful experience. During this phase, the Mobility Advisor conducts comprehensive needs assessments, identifies potential barriers, and develops personalised support plans. They work closely with learners and families to explain procedures, rights, responsibilities, and expectations using clear and accessible communication.
The advisor also collaborates with sending organisations and host companies to assess accessibility, review accommodation and transport arrangements, and ensure that workplaces can provide meaningful and safe learning experiences. Through careful planning and preparation, the Mobility Advisor helps learners build confidence and readiness for travelling and living abroad.
During Mobility
After Mobility
Once mobility begins, the Mobility Advisor serves as a central point of contact for all stakeholders. Regular monitoring helps ensure that support measures are implemented effectively and that learners are adapting successfully to their new environment.
If challenges arise—whether related to accessibility, communication, wellbeing, accommodation, or workplace integration—the Mobility Advisor coordinates responses and helps identify practical solutions. This continuous support reduces stress for both learners and families while promoting participation, safety, and personal growth.
The role continues after the learner returns home. The Mobility Advisor facilitates reflection and evaluation, helping participants recognise the skills, competences, and increased autonomy gained through their international experience.
Feedback is collected from students, families, VET providers, host organisations, and other stakeholders. Lessons learned are documented and transformed into recommendations that improve future mobility practices and strengthen the quality of inclusive international education.
Knowledge, Skills, and Values
The Mobility Advisor profile combines a broad range of competences that reflect the complexity of inclusive mobility.
The role requires strong knowledge of disabilities and support needs, accessibility principles, Erasmus+ mobility frameworks, safeguarding procedures, intercultural communication, and reasonable accommodation practices.
In terms of skills, the advisor must be able to conduct needs assessments, coordinate multiple stakeholders, organise travel and logistics, mediate between actors, monitor wellbeing, manage risks, and provide practical guidance to host organisations and SMEs.
Equally important are the attitudes that underpin professional practice. Empathy, active listening, respect for autonomy, cultural sensitivity, accountability, and a strong commitment to inclusion are at the heart of the Mobility Advisor’s work. These values ensure that every learner is treated with dignity and supported as an active participant in shaping their mobility experience.
A Role Grounded in European and International Frameworks
The Mobility Advisor profile has been developed in line with major European and international frameworks that promote inclusive education and mobility.
Its principles are informed by the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), which advocates equal access to education and reasonable accommodation for persons with disabilities. The profile also aligns with the Erasmus+ Programme, the European Qualifications Framework (EQF), ECVET principles, the Europass Mobility Framework, and the priorities outlined in the Herning Declaration (2026–2030) for inclusive vocational education and training.
These frameworks provide a strong policy foundation for ensuring that mobility opportunities are not only available but genuinely accessible to all learners.
